Comparison of Medical Expenditure Equity in Cancer and Non-Cancer Households

Abstract
Health care utilization is being regarded as a human rights that must be guaranteed irrespective of income and social status levels. Thus, several studies on vertical equity by income level have been conducted. This study estimated medical expenditure equity for the total, cancer, and non-cancer households by income level based on Korea Health Penal Data in 2008 and 2009.
The analysis shows that Kakawani indexes of total, cancer, and non-cancer households are negative, and it is more regressive for disadvantaged households. However, the regressivity level is slightly improved in 2009 compared with 2008. The analysis for each households group revealed that the inequality in cancer households is more severe than non-cancer households. To alleviate the inequality, therefore, diverse supporting policies are required to support medical expenditure of disadvantaged and cancer households.
